when i try to download an app on my laptop from google play, it says that I have no eligible devices

trying to download an app on laptop from google play but the site says that i do not have a device that can do this. Just an ordinary laptop

You can't download Google Play apps to your computer.
The apps you see in the Play Store are written to run on devices that use the Android operating system. Your computer probably runs either the Windows or Mac OSX operating system. They aren't compatible.
That's like trying to buy a game for the Wii U and play it on your PS4.
Some developers do make PC or web versions of their games that can be run on computers. Check their website. You can find it at the bottom of the app's page in the Play Store.
You can use your computer to read books, listen to music, and watch movies from the web version of the Google Play Store. You just can't use the apps.

Chromebooks are a slightly different situation. Google has added Google Play app support for most of their modern Chromebooks and some of their older Chromebooks. Your Pixelbook should work.
But, it's very "first generation" so some apps work great, some have problems, and some don't work at all. My favorite FTP program gives me fits on my HP Chromebook; it works about 1 out of very 4 times.
Can you find them after you download them and they don't run or can you not find them?

There was never a Chromecast app for laptops. But, there was a setup webpage you could go to and use that to setup your Chromecast. You would go to that page and it would walk you through first-time setup steps to connect your Chromecast to your network.
Google removed that webpage and that ability a while ago.
"We no longer support Chromecast setup on a computer. To set up your Chromecast, please use a mobile device."
There were too many features AFTER setup that the webpage couldn't support so Google moved exclusively to the Google Home apps that are available on Android and Apple mobile devices. Once you get it setup (do you have a friend with a phone or tablet that can help you?) you CAN still cast from your computer.

What make/model Android tablet do you have?
Note: if you have an Amazon Fire, the reason you can't use the Play Store is because Amazon blocks it on their hardware and only lets you use Amazon's own app store.
